Mascots are only part of a problem

Dakota Woods is a member of the Ogala Lakota Souix Nation and his grandmother made him this headdress from hand, he was told that he could not wear the headdress during high high school picture but many times others dress this way at public events.  It makes you think, does it matter?  Is it a issue?  Is it wrong?  And who would really know?  What comes to your mind?
